Waiver Policy
Insolvation is committed to reducing financial barriers to publication where Article Processing Charges (APC) are applied.
At present, articles are being published without APC until further notice. This policy is maintained as the reference framework to be applied if APC charging is activated in the future.
Who may request waiver or discount consideration
- Authors from countries classified by the World Bank as low-income or lower-middle-income economies
- Authors with limited institutional, grant, or departmental funding support
- Authors facing documented financial constraints relevant to publication payment
How to request consideration
- Submit the request during manuscript submission, not after acceptance
- Provide a brief explanation of the financial basis for the request
- Include supporting information where reasonably relevant
Decision principles
- Waiver or discount decisions are made independently from editorial merit review
- Requests do not influence editorial screening, peer review, or acceptance decisions
- Decisions are communicated through official journal channels
Limitations
- Waivers and discounts are not automatic
- The journal may apply budget-based or policy-based limits if APC charging becomes active
- Supporting information may be requested where necessary to assess eligibility fairly
Integrity and transparency
All manuscripts are handled on academic and editorial merit. Financial status does not determine review quality, reviewer selection, or publication outcome.
